Oil painting canvas slack?

I bought an oil painting, nothing old, just some sofa art from a starving artists sale. It was tight when we got it home, but the canvas is starting to loosen up, and have slack. I suspect it's becoming acclimated to our house. Is this slack going to be damaging to the painting in the long run, and how much does it cost to have something restretched, ballpark?
I see the slots for those canvas keys, but there doesn't appear to be anything in them. Maybe they left those empty so a person could stretch themselves?

Stretching paintings is not cheap when you have someone else do it but since you already have the bars the stretching will be an easy job.
